Measuring the vibration to measure road quality?

We’ve been capturing many images recently with the aim of petitioning our city to put in better cycle infrastructure.

After reading the above blog, I was wondering if the data from these devices could be used to measure road quality at a simplistic level (more vibration = lower quality)?

In theory this could be done by writing some software to analyse the sensor data attached to the images, but might be a better solution?
